To operationalize autonomy, we must develop a plan to turn abstract into reality. The key constructs that will allow for operationalization of autonomy include establishment of the right infrastructure, both digital and physical, as well as testing, certification, and standards development, workforce and training, and identification of measurable and actionable outcomes supporting that future infrastructure. To realistically operationalize, we must transition from single testing environments to testing ecosystems that represent the progressive nature of introducing new operations. These ecosystems can be mission-focused, geographically specific, or technology agnostic, introducing operational nuances such as weather, system predictability, equipment degradation or failures, or even priority shifts and human intervention.

Keywords: Testing and certification, digital infrastructure, physical infrastructure, charging stations, sky ports/vertiports, port cities, freight docks, UTM, legacy systems, DEI, training/ reskilling, human – machine teaming, human factors, skills gap, electrification, standards development, lessons learned, safety, risk management, logistics, command and control (C2), training and workforce development, sustainability, dual purpose tech, weather, predictability, ecosystem, system of systems, networks, CUAS, AAM, UAM, RAM, Smart cities, EV, eVTOL, energy, fire suppression, contingency planning, funding, grants, financing for infrastructure development

For the safe and seamless integration of autonomy into society, industry and government stakeholders must work together to develop policies, processes, and frameworks to support the laws that govern these systems and their implementation. Topics will relate to federal, state, local, tribal, and territorial authorities and the evolving regulatory environment, to include concepts for joint governance and shared infrastructure responsibility policy.

Keywords: Federal policy & regulations, state & local & tribal & territorial regulations, grassroot initiatives and content involving federal, state, local, tribal and territorial agencies (FAA, NHTSA, NTSB, DOIT, FCC, IMO, NACo, State DOT, Tribal Nation, etc.), technical standards, security standards, certification, proof of concepts, demonstrations and experimental development, insurance and liability, trust, national security issues, ethics and responsible innovation, COLREGS, policy navigation and understanding

Autonomy creates new opportunities for industries, organizations, and governments alike. Many of the technologies can be used cross-domain and cross-sector, and understanding their applications and advantages helps to increase adoption by end users — leading to market growth and increased revenue. Topics include use cases and applications across industries and government sectors, success stories and case studies from international, state, and local stakeholders.
